be no less than 211% and it is to be feared that the true figure is a good deal higher. Mr. Messer calculates that up to date about 2 European members of the European Force have left it on account of drink to every one who has earned a

pension.

These figures are very distressing especially in view of the fact that discipline in the Hongkong Police Force has been strictly maintained at any rate since 1893.

It is, however, a consoling fact that of recent years there has had a very decided improvement in temperance

in the European Police Contingent.

Nevertheless there is ample room for further improvement not only in the European Police Force but in the European population of this Colony; and the question of con- trolling the sale of intoxicating liquor further than has yet

been done in this Colony is a matter for consideration.
